Indigenous Education System

The Ministry of National Education has created this space with the aim of promoting and contributing to the guarantee of the rights to information on the process of concluding the educational policy for indigenous peoples called the Promised Indigenous Education System - SEIP.

The Ministry of National Education made progress in consolidating a public educational policy for indigenous peoples that seeks to claim the right to self-education.

This process of consultation has taken place at the Permanent Committee for the Coordination of Indigenous Peoples and Organizations (MPC) created by the Decree 1397 of 1996 in which they participate:

• National Organization of Indigenous Peoples - ONIC,
• Tayrona Indigenous Confederation - CIT, Organization of the Indigenous Peoples of Colombian Amazon - OPIAC,
• Traditional Indigenous Authorities of Colombia - General Government -GM,
• Colombian Indigenous Authorities for Pacha Mama-AICO.
• Cauca Indigenous Regional Council - CRIC
• Association of Colombian Indigenous Authorities

The Government is responsible for the Ministry of Education and the Ministry of the Interior. Other entities of the national Government are involved when they are convened, depending on their competence.

The technical body of education of the MPC is the National Commission of Labour and Concertation of Education for Indigenous Peoples - CONTCEPI, which was recognized by Decree 2406 of 2007, aims to formulate, monitor and evaluate public educational policies, in a concerted manner and based on their educational needs, linked to the construction of the comprehensive State public policy for indigenous peoples. It is made up of both the official indigenous delegates and the Ministries of National Education and the Ministry of the Interior, together with the control bodies. It is operated and coordinated by the Ministry of National Education. It has a joint technical secretary composed of a delegate of indigenous peoples and a servant of the Ministry of National Education.

The Decree 0481 of 2025 It recognizes and establishes the Promised Indigenous Education System (SEIP) as State public policy, ensuring the exercise of the right to education based on the autonomy, spirituality and cosmovence of indigenous peoples.
